Open Access Policy<\/p>\n<p>1. The journal provides free, prompt, and permanent real-time access to scholarly content, aligning with open science principles and fostering maximum accessibility and dissemination of research findings.<\/p>\n<p>2. Any user may read, download, copy, distribute, and print the full texts of articles without financial, legal, or technical barriers (other than those related to internet access), provided that copyright is respected and the journal is cited.<\/p>\n<p>3. The available information regarding each published paper on the journal\u2019s website (in both Russian and English):<\/p>\n<p>&#8211; the title of the paper;<\/p>\n<p>&#8211; abstract;<\/p>\n<p>&#8211; keywords;<\/p>\n<p>&#8211; author\u2019s personal data (full name, academic degree, academic rank, position), including their affiliations (full name of the organization, city, country) and contact details (email address);<\/p>\n<p>&#8211; funding sources for the research upon which the publication is based;<\/p>\n<p>&#8211; list of cited references;<\/p>\n<p>&#8211; unique identifiers for the paper;<\/p>\n<p>&#8211; link to the location of the full-text version of the article.<\/p>\n<p>4. The journal\u2019s editorial office arranges for the transmission of metadata to Russian Science Citation Index (RSCI, eLibrary.ru), \u201cMetafora\u201d for indexing and enhancing article citation rates.<\/p>\n<p>5. Metadata are provided under an open license that permits free use for scientific and educational purposes without the need for special permission from the editorial office.<\/p>\n<p>6. The editorial office undertakes to comply with the requirements of the legislation of the Russian Federation, including those regarding the processing and protection of personal data contained in the metadata.<\/p>\n<p>&nbsp;<\/p>\n<p>2. Personal Data Processing Policy<\/p>\n<p>The scientific journal\u2019s editorial office policy regarding personal data is established in accordance with the provisions of the Federal Law of the Russian Federation &#8220;On Personal Data.&#8221;<\/p>\n<p>The journal\u2019s editorial office acts as the personal data operator; personal data is defined as information relating to an identified or identifiable natural person (whether directly or indirectly).<\/p>\n<p>Personal data processing is defined as any action (operation) or set of actions (operations) performed by the editorial office with or without the use of automation tools.<\/p>\n<p>The processing of personal data includes, among other things: collection; recording; systematization; accumulation; storage; clarification (updating, modification); retrieval; use; transfer (dissemination, provision, granting access); depersonalization; blocking; deletion; and destruction of personal information.<\/p>\n<p>The transfer of personal data to third parties is permitted with the written consent of the personal data subjects, except in cases where it is necessary to prevent threats to the life and health of the personal data subjects, as well as in other cases established by the legislation of the Russian Federation.<\/p>\n<p>When processing personal data, the Operator ensures the confidentiality of such data.<\/p>\n<p>The Operator stores personal data in a form that allows for the identification of the personal data subject in an identifiable form for no longer than is required for the purposes of personal data processing, unless a retention period is established by federal law or by a contract to which the personal data subject is a party or a guarantor.<\/p>\n<p>Upon discovering an inaccuracy, the subject may submit a request to the Operator regarding the inaccuracy and the provision of up-to-date personal data. The request may be submitted in any format.<\/p>\n<p>Consent to the processing of personal data may be withdrawn by sending a written notice to the Personal Data Operator requesting the cessation of personal data processing.<\/p>\n<p>Upon the achievement of the purposes of personal data processing, as well as in the event that the personal data subject withdraws their consent to such processing, the personal data shall be destroyed.<\/p>\n<p>&nbsp;<\/p>\n<p>3. Archiving of Articles<\/p>\n<p>The journal\u2019s editorial office ensures the archiving of articles published in the journal, along with their metadata in both Russian and English. Archiving and indexing are also carried out by the eLibrary scientific electronic library in<\/p>\n<p>accordance with an established agreement. Furthermore, full-text versions of the articles are made available on the website of the &#8220;Metafora&#8221; information system.<\/p>\n<p>&nbsp;<\/p>\n<p>4. Procedures for Handling Errors<\/p>\n<p>If errors are discovered either before or after the publication of materials, corrections are made by submitting a request to the editorial office. Complaints regarding the editorial team&#8217;s activities\u2014such as allegations of ethical issues or undisclosed conflicts of interest\u2014should be addressed to the Editor-in-Chief. If the position is insufficiently substantiated, further details are requested, and the review of the submission is initiated. Based on the review of the materials, members of the editorial board decide whether to implement corrections, a retraction, or other actions, or to take no action. The person who initiated the request is informed of the outcome of the review.<\/p>\n<p>&nbsp;<\/p>\n<p>5. Procedure for article retraction<\/p>\n<p>Article retraction is carried out in accordance with the retraction guidelines of the Association of Science Editors and Publishers (ASEP). An article may be retracted at any stage of the publication process.<\/p>\n<p>Retraction serves as a mechanism for correcting published information and alerting readers that a publication contains serious flaws or erroneous data that cannot be considered reliable. Such data unreliability may stem from an honest error or from deliberate misconduct. Grounds for retraction include violations of ethical norms generally accepted within the scientific community or of the journal\u2019s ethical principles.<\/p>\n<p>&nbsp;<\/p>\n<p>Grounds for article retraction:<\/p>\n<p>&#8211; discovery of improper borrowing (plagiarism) in the publication;<\/p>\n<p>&#8211; duplication of the article in multiple publications;<\/p>\n<p>&#8211; discovery of falsification or fabrication in the work (e.g., manipulation of experimental data);<\/p>\n<p>&#8211; discovery of serious errors in the work (e.g., misinterpretation of results) that call its scientific value into question;<\/p>\n<p>&#8211; incorrect authorship (omission of a qualified author; inclusion of individuals who do not meet authorship criteria);<\/p>\n<p>&#8211; undisclosed conflict of interest (and other violations of publication ethics);<\/p>\n<p>&#8211; reprinting of the article without the author&#8217;s consent;<\/p>\n<p>&#8211; the article did not undergo the peer-review process.<\/p>\n<p>&#8211; The article retraction process may be initiated by:<\/p>\n<p>&#8211; the author(s) of the article, who submits a written, reasoned request to the journal\u2019s editorial office regarding the article\u2019s retraction;<\/p>\n<p>&#8211; the journal\u2019s editor-in-chief, who prepares a substantiated statement regarding the reasons for the publication\u2019s retraction;<\/p>\n<p>&#8211; the editorial office of another journal that has sent a request to the journal\u2019s editorial office;<\/p>\n<p>&#8211; other persons who have submitted evidence of a breach of scientific ethics by the author(s) of the article (e.g., parties to a conflict of interest)<\/p>","protected":false},"excerpt":{"rendered":"<p>EDITORIAL POLICY 1.
